Position Overview

The Client is seeking a Junior Product Manager to support the discovery, delivery, and continuous improvement of digital products that enhance customer experience, modernize operations, and improve service efficiency across the DMV.

The Product Manager will collaborate with customers, frontline staff, business stakeholders, vendors, designers, developers, and technical teams to identify problems, validate solutions, prioritize work, and deliver measurable business outcomes.

This role supports customer-facing and internal digital products, including online services, appointment scheduling systems, queue management solutions, customer portals, websites, mobile driver licenses (mDL), and operational tools.

Key Responsibilities

• Lead assigned digital products and initiatives through discovery, planning, development, implementation, and continuous improvement.
• Gather business requirements and translate them into user stories, workflows, product requirements, and prioritized backlogs.
• Work closely with stakeholders, vendors, developers, designers, and business teams to deliver digital solutions.
• Conduct user research, usability testing, customer interviews, and feedback analysis to support product decisions.
• Facilitate backlog refinement, sprint planning, release coordination, and prioritization activities.
• Monitor product performance using metrics, customer feedback, analytics, and operational data.
• Support vendor management and ensure timely delivery, product quality, and issue resolution.
• Identify opportunities to improve customer experience, operational efficiency, and service delivery.
• Promote Agile, iterative, and user-centered product development practices.

Required Qualifications

• Experience with digital product development, software delivery, or technology modernization.
• Knowledge of the full product lifecycle, including discovery, prioritization, delivery, launch, and continuous improvement.
• Experience working in Agile/Scrum environments.
• Ability to create user stories, requirements, workflows, and product backlogs.
• Experience collaborating with software development teams, vendors, designers, and engineers.
• Strong communication, organization, prioritization, and problem-solving skills.
• Ability to balance customer needs, business goals, operational constraints, and technical considerations.

Preferred Qualifications

• Experience with user research, usability testing, service design, and customer interviews.
• Experience with customer experience, accessibility, or digital transformation initiatives.
• Experience in government, transportation, healthcare, financial services, or other regulated environments.
• Experience with large-scale software modernization projects.
• Familiarity with performance metrics, analytics, and continuous improvement practices.
• Experience using MS Project and/or Visio.

Education

Bachelor's degree in Business, Public Administration, Information Systems, Computer Science, Engineering, Design, Communications, Human-Computer Interaction, or related fields. Product Management, Agile, Scrum, UX Research, Service Design, or Customer Experience certifications are a plus.
